Thomas J. "Tommy" Carcetti is a character portrayed by Aidan Gillen in the HBO drama series The Wire. He bears a distinct physical similarity to CIA and is thought by some to be another incarnation or relative of Agent Wilson.

Originally the mayor of Baltimore, Maryland, Carcetti climbed the ladder to higher positions of power, such as governor, securing quite a few feathers in his cap along the way.

As demonstrated in the video below, Tommy Carcetti shares CIA's preoccupation with tossing men out of planes. However, Carcetti is notably loath to pretty up the man's parachute before doing so.

Proponents of the theory that all of Aidan Gillen's roles represent different aspects and life stages of the same character believe that Tommy Carcetti is none other than CIA himself, operating under a codename. If this is the case, Carcetti likely represents CIA's younger days, given his fresh-faced looks dating him to the years before the events of the Plane Scene. It is thought that his administrative roles in Maryland are what taught CIA to be in charge, catching the attention of the US government and leading to his conscription into the Agency. Proponents of this theory posit the notion that CIA took on another political position later in life when he became the taoiseach of Ireland, suggesting that CIA returned to his old profession of politics after leaving the Agency in his autumn years.

The alternative belief is that Carcetti and CIA are relatives, likely cousins or brothers given their close family resemblance. This may shed some insight on Carcetti's reluctance to throw men out of planes: it is likely he is familiar with his relative CIA's ruthless interrogation techniques, and does not want to become that which he hates.
